Our friend from the North, Julian OH8STN has posted on QRZ.com about QRP use of WINLINK. This is a very worthwhile means of sending email in an 'Internet down' situation. Even those with a Tech license can use it, on VHF/UHF. Link to his post is here -
http://forums.qrz.com/index.php?threads/dx-winlink-sessions-using-qrp-compromise-antennas.579468/

I like using it on 17m which allows me to connect to servers on the east coast mornings, west coast afternoons. Like Julian I also use the FT-817 for portable ops. Details about WINLINK found here - http://www.winlink.org/
You'll want to download the program Winlink Express many use the portion that runs SignaLink vs the more costly SCS PACTOR modem. Keep in mind the actual WINLINK system does use the Internet so any email sent that way is NOT private. However sending email peer-peer or some of the private BBS servers IS private and fairly secure. The program is Windows only at this time, work is being done to change that to operate on several PC OS platforms.

The technician license is fine for VHF/UHF or even part of the 10m band. HF use of WINLINK does require a valid General class license and they do check when registering on the system. Even the private radio BBS will require each user to be properly licensed. But in other posts on AWRM getting the license is not difficult. Keeping your location private is a non-issue when using the PO box.
Those planning on just getting gear and NO license are in for a surprise when SHTF [Smile]

Worth mention RE:SignaLink (other interfaces work well but Signalink easy)

Here is the link to the manufacturer http://www.tigertronics.com/

You will want the actual SignaLink and the interface cable. The vast majority should spend the $ for a specific cable, depends on your radio model as to which one. They have cables for most radios including Baofeng UV-5R and others.

Some recommend the SCS PACTOR Modem over the SignaLink. It is much faster but is not compatible with those running SignaLinks. Plus most of us don't have an extra $1200-1500 lying around.
