He studied the examples of civic resistance,from"rude gestures" to nonviolent strikes, mutinies, and even the establishment of parallel government agencies.
Then, he studied why these tactics worked, or in some cases why they didn't. The whole think is really a remarkable body of work, packed into a mere 174 pages. It's well worth a read.
